TelCoa thanks U.S. Representatives Jim Himes, Rosa DeLauro, and Elizabeth Esty for introducing the Multi-State Worker Tax Fairness Act, H.R. 4085, 113th Congress. We strongly support this crucial legislation. The bill would finally eliminate the telecommuter tax, a steep penalty often resulting in double taxation of income that interstate telecommuters earn at home. The telecommuter tax unfairly burdens telecommuters and their employers and limits telework adoption. Congress must make the Multi-State Worker Tax Fairness Act law! Julia Loughran

Julia Loughran is President and owner of ThoughtLink, Inc., a and consulting firm with extensive experience in helping government and commercial organizations use information technologies to increase productivity for individuals, organizations, and teams – particularly organizations and teams not physically located together.  Julia also serves as Vice President of Solutions for iConecto, a health gaming company. 

Julia has 30 years experience developing and conducting research on networked and remote training, data visualization, individual and team performance metrics, team building and facilitation.  She has designed, developed, and analyzed models, games and simulations.  In addition, she has developed collaboration tools and software designed to assist in team building and facilitation for Government and non-governmental organizations.  As part of her research on how teams can best use technology, she worked on the design and development of a game based laboratory for experimenting with different team facilitation tools.  Julia has a Master’s of Science Degree in Artificial Intelligence/Information Systems from George Washington University, Washington, DC.
