Frank Connolly practices in the labor and employment practice group of Piper Rudnick LLP. He devotes considerable attention to counseling young and emerging companies regarding various issues of particular concern to them, including employment agreements, non-competition, non-solicitation, and confidentiality agreements, independent contractor issues, and teleworking practices and policies. Mr. Connolly regularly advises clients on a broad spectrum of labor and employment matters, including the negotiation of employment contracts, the development of personnel policies and practices, and compliance with employment-related statutes and programs such as the Americans with Disabilities Act, the Family and Medical Leave Act, the Worker Adjustment and Retraining Notification (“WARN”) Act, Title VII of the Civil Rights Act of 1964, and Executive Order 11246 (establishing affirmative action obligations for federal contractors). He frequently works with members of the Firm's Business and Technology Practice Group to address labor and employment issues arising in the context of business transactions such as venture financings, mergers, and acquisitions.
Mr. Connolly also has extensive experience defending employers with respect to age, race, sex, and disability discrimination claims, sexual harassment, wrongful discharge, contract, and tort actions. Mr. Connolly represents clients before federal, state, and local administrative agencies, arbitration panels, and federal and state courts throughout the country. He also has been involved in representing clients before the National Labor Relations Board.
Mr. Connolly has written and/or spoken on numerous employment law topics, including the Family and Medical Leave Act, sexual harassment, wage and hour laws, the contingent workforce, restrictive covenants, telecommuting and teleworking, and technology and privacy issues in the workplace. From 1996 through 1999, he served as an associate editor of the Employment Law Deskbook, published by Matthew Bender.
Mr. Connolly has developed a particular interest in the subject of teleworking, and particularly the labor and employment law issues raised by this type of employment relationship. He currently serves as a member of the Board of Directors of the International Telework Association and Council (“ITAC”).
Mr. Connolly graduated from the Georgetown University Law Center in 1989, and received his baccalaureate degree from the University of Chicago in 1986. He is admitted to practice before the bars of Virginia, Maryland, the District of Columbia, and New York.
